You usually only notice it when things go wrong: someone skipping a safety step “because it’s quicker”, a machine that isn’t quite properly guarded, or a colleague who doesn’t dare to say that something feels unsafe. In production, these aren’t minor details, but warning signs that you’d ideally spot as early as the recruitment stage.

Why safety-based selection often remains vague

Many teams say that safety is their “number one priority”, but when interviewing candidates, they mainly check for certificates and ask a general question such as: “Do you think safety is important?”. This tends to elicit socially desirable answers.

The result is that you end up selecting candidates based on experience or technical skills, whilst their work behaviour in relation to risks and procedures remains unseen. And it is precisely that behaviour that determines whether someone performs consistently in an environment involving machinery, forklift trucks, energy sources, chemicals or stringent quality requirements.

A better approach is to treat safety as a measurable selection criterion, just as you would assess fault analysis or accuracy. This can be done without expensive psychological tests, provided you define in advance what you want to look for and how you will assess it.

Exactly what you want to measure in terms of safety awareness

“Safety awareness” is an umbrella term. Make it more concrete by breaking it down into observable building blocks that are suited to blue-collar work.

Four measurable components

  • Risk identification: Can anyone spot dangers in good time, even if they aren’t explicitly mentioned?
  • Sense of standards: Does anyone follow procedures even when under time pressure?
  • Intervention behaviour: Does anyone speak to a colleague or stop working if they have any doubts?
  • Learning from incidents: Can anyone explain what they do differently after a mistake or a near-miss?

Note the difference between “knowledge” and “behaviour”

Someone might know exactly what a lockout/tagout procedure is and still take shortcuts. That’s why, during the interview, you want to see evidence of the choices they made under pressure, not just definitions.

Measurement methods that really work in production

The best predictors are usually a combination of factors: you ask someone to talk about past situations, you present a short case study, and you assess their response against a scorecard featuring behavioural anchors.

1) Behavioural questions (STAR) that do not encourage acting

Ask questions that force people to be specific: what happened, what did you do, what was the outcome, and what did you learn?

  • “Tell us about a time when you had to stop working because something didn’t feel safe. What did you see, and what did you do?”
  • “When did you last speak to a colleague about working unsafely? How did they react, and what did you do afterwards?”
  • “Tell us about a near-miss you’ve experienced. In hindsight, what decision would you have made differently?”

Follow-up questions that often highlight the difference:

  • “What would the risk have been if you’d carried on?”
  • “What procedure or arrangement did you use?”
  • “Who did you inform, and why?”
  • “How did this affect your output or schedule?”

2) Mini-case study involving a safety dilemma (5–7 minutes)

A good case study is brief, relatable and involves a trade-off: speed versus working safely, or production flow versus quality.

Sample case study for an operator:

  • “The production line has come to a standstill and the team leader says it needs to be up and running again within 10 minutes. You can see that a guard is missing following maintenance. What do you do, step by step?”

What you’ll be assessed on:

  • Does someone stop straight away, or do they go and ‘have a look’ first?
  • Does anyone mention securing energy sources or protection?
  • Does someone ask for help or escalate the issue, or do they sort it out quietly?

3) A scorecard with behavioural anchors (1–5)

To avoid discussions after the event, break your behaviour down into anchors. This principle is reflected in Create a selection scorecard for hiring managers, but below is a detailed version specifically for safety.

This table helps to ensure consistency in scoring across interviewers.

4) Reference check with security questions (brief and targeted)

References are of little use if you simply ask, “Were they a good employee?”. Ask about their behaviour in specific situations.

  • “Has this person ever halted work for safety reasons?”
  • “How did he/she handle procedures under time pressure?”
  • “Has the same safety issue ever occurred again?”

Red flags and green signals in responses

Red flags

  • A strong emphasis on “faster” and “convenient” without mentioning the risks.
  • Incidents are always caused by “others” or “bad luck”.
  • Procedures are presented as paperwork that you cannot follow in practice.
  • No specific examples, just general statements.

Green signals

  • Someone spontaneously identifies risks and their impact on colleagues and the process.
  • He or she can give one clear example of stopping, reporting or speaking out.
  • It includes phrases such as “we’ll agree”, “we’ll sort it out” and “we’ll check” (team-oriented normative thinking).
  • The candidate can explain how they work safely without slowing things down.

Legal and regulatory framework: what is the minimum acceptable standard?

As an employer, you have a legal duty of care regarding health and safety at work. This also applies to your recruitment process: you want to be able to explain why you have included safety as a key criterion and how you have assessed this fairly.

A useful starting point is the official information on the Working Conditions Act and the obligations regarding health and safety at work set out in Central Government: Health and Safety at Work Act and regulations. For many production environments, the RI&E is the starting point for identifying risks, measures and work instructions.

Practical implementation without any extra hassle

You don’t need to set up a full assessment centre. Start with a single job category (e.g. operators or maintenance staff) and make the process repeatable.

  • Choose 2 behavioural questions + 1 mini-case study that you always ask.
  • Use the scorecard and agree on a minimum score (knock-out) for safety.
  • Let the interviewers score the evidence independently first, and discuss only the evidence.
  • Review the situation after 60–90 days: did you pick up on the right signs, or did you miss a question?
